Abstract

 IDI is a composite indicator that shows the level of democratic development in Indonesia. The level of achievement is measured based on the implementation and development of three aspects of democracy, namely Civil Liberty (Civil Liberty), Political Rights (Political Rights), and Democratic Institutions (Institution of Democracy).
 IDI calculation methodology uses 4 data sources, namely: (1) review of local newspapers, (2) review of documents (Perda, Pergub, etc.), (3) Focus Group Discussion (FGD), and (4) in-depth interviews.
 Sumatera Utara 2017 Indonesian Democracy Index (IDI) reached 68.08 on a scale of 0 to 100. This number has increased compared to the 2016 IDI figure of 67.37. The achievement of North Sumatra's democratic performance is still in the "medium" category. The classification of the level of democracy is grouped into three categories, namely "good" (index> 80), "medium" (index 60 - 80), and "bad" (index <60).
 The change in the number of the Sumatera Utara Indonesian Democracy Index (IDI) from 2016-2017 was influenced by three aspects of democracy, namely (1) Civil Liberties which dropped 7.96 points (from 82.71 to 74.75), (2) Political Rights did not experience a steady change of 62.29 points, and (3) Democratic Institutions which rose 12.74 points (from 56.13 to 68.87).
