Abstract

• IDI is a composite indicator that shows the level of development of democracy in Indonesia. The level of achievement is measured based on the implementation and development of three aspects of democracy, namely Civil Liberties, Political Rights (Political Rights), and Institutions of Democracy (Institution of Democracy).
• The methodology for calculating IDI uses 4 data sources, namely: (1) review of local newspapers, (2) review of documents (Perda, Pergub, etc.), (3) Focus Group Discussion (FGD), and (4) in-depth interviews.
• Sumatera Utara 2018 Indonesian Democracy Index (IDI) of 64.33 on a scale of 0 to 100 is below the National IDI of 72.39. This number has decreased compared to the IDI 2017 figure of 68.08. The achievement of IDI Sumatera Utara is in the "moderate" category. The classification of the level of democracy is grouped into three categories, namely "good" (index> 80), "moderate" (index 60 - 80), and "bad" (index <60).
• Changes in the numbers of the Sumatera Utara Indonesian Democracy Index (IDI) from 2017 to 2018 are influenced by three aspects of democracy namely (1) Civil Liberties which rose 1.79 points (from 74.75 to 76.54), (2) Rights Political Rights rose 0.32 points (from 62.29 to 62.61), and (3) Democratic Institutions fell 17.18 points (from 68.87 to 51.69).
