Abstract

IDI is a composite indicator that shows the level of development of democracy in Indonesia. The level of achievement is measured based on the implementation and development of three aspects of democracy, namely Civil Freedom, Political Rights, and Institution of Democracy. The methodology for calculating IDI uses 4 data sources, namely: (1 ) review of local newspapers, (2) document review (Perda, Pergub, etc.), (3) Focus Group Discussion (FGD), and (4) in-depth interviews.
The Indonesian Democracy Index (IDI) of North Sumatra 2019 was 67.65 on a scale of 0 to 100, below the National IDI of 74.92. The 2019 IDI North Sumatra figure has increased compared to the 2018 IDI number of 64.33. This IDI achievement in North Sumatra falls into the "medium" category. The level of democracy is classified into three categories, namely "good" (index> 80), "moderate" (index 60 - 80), and "bad" (index <60). The change in the North Sumatra Indonesian Democracy Index (IDI) from 2018 to 2019 was influenced by three aspects of democracy namely (1) Civil Liberties which fell 4.00 points (from 76.54 to 72.54), (2) Rights Politics fell 1.02 points (from 62.61 to 61.59), and (3) Democratic Institutions Increased 19.43 points (from 51.69 to 71.12).
